State of Florida Continuing Services Contract for Northeast Florida:
The Performance Engineering Group team including Searcy and
Associates and EW Dunn Developments has once again been selected for a
Mechanical, Electrical and Plumbing (MEP) engineering continuing services contract with the State of Florida.
The State of Florida, Department of Management Services (DMS) continuing services contract is to provide
Professional Services primarily in the Northeast Florida Region. These services may be used for projects anywhere in the
State of Florida, however, firms selected during this process will be activated for projects
in the Northeast part of the State. The Northeast Region is defined as all counties north of and including Levy, Marion and
Volusia and east of Taylor and Madison Counties. A minimum of two (2) firms for the Northeast Florida Region may be selected
under this Continuing Contract and will be responsible for assigned projects having estimated construction costs, planning
or study fees not exceeding the threshold amounts of $2,000,000.00 (construction) and $200,000.00 (Planning or Study fees)
respectively, provided for in Section 287.055, Florida Statutes. This contract will be for an initial period of two (2)
years with an option to renew for an additional two-year period.
Capitol Center Commissioning:
The Performance Engineering Group team including Searcy and
Associates and EW Dunn Developments has been selected to re-commission the Capitol Center in Tallahassee for the State of Florida.
Commissioning services shall be provided at the following Tallahassee DMS buildings:
- Capitol (585,145 sqft)
- Carlton (231,616 sqft)
- Collins (249,612 sqft)
- Elliot (13,888 sqft)
- Fletcher (220,000 sqft)
- Gray (307,884 sqft)
- Historic Capitol (46,501 sqft)
- House Office Building (97,116 sqft)
- Larson (226,648 sqft)
- Pepper (211,158 sqft)
- Senate Office Building (97,416 sqft)
- (439,942 sqft)
Total Area: 2,726,926 sqft
ESTIMATED CONSTRUCTION BUDGET: The total budget for the project, which shall include
professional fees and repairs, will be $1,134,343.00. Of this total budget, the professional fees for commissioning services are not expected to exceed $567,171.00. The balance of the budget
will be contracted separately by the owner to address deficiencies and improvements recommended by the Commissioning Agent. All funds must be spent by June 30, 2014.
In addition, the selected firm will be required to submit a Commissioning Plan within one month of the Notice to Proceed date. Up to $98,163.00 will be available for the development of the Commissioning Plan, but the remaining project funds will be held in reserve until the Commissioning Plan has been reviewed and approved by the chair of the Senate Appropriations Committee, the chair of the House Appropriations Committee, and the Executive Office of the Governor’s Office of Policy and Budget.
Commissioning Services
- Act as the client’s energy conservation consultant throughout the course of the project, proactively seeking energy-related improvements and advising the client of energy conservation opportunities.
- Conduct and lead weekly commissioning meetings throughout the process, including a kick-off meeting in preparation for the site investigation.
- Interview Agency support staff and review the existing building documentation to determine the original specifications, design intent, and their relevance to current owner / user requirements. The following lists the documentation that needs to be gathered and reviewed:
- Sub-metered utility data and energy bill information for at least 12 months.
- Drawings and specifications relevant to the systems scheduled for evaluation, especially control system drawings and sequences of operation.
- Existing control points list for each building.
- Operating strategies programmed into the Energy Management and Controls System (EMCS).
- Equipment list with nameplate information for equipment controlled by the EMCS.
- Existing O&M and system manuals for equipment.
- Test and balance reports and sensor calibration documentation (if available).
- Maintain a log of system and equipment deficiencies.
- Maintain a log of recommended energy-related improvements and upgrades.
- Develop scopes of work for energy-related improvements and the correction of deficiencies.
- Prioritize recommended improvements and deficiencies based on energy-related impact.
- Provide incidental mechanical and electrical design services for upgrades and the correction of deficiencies.
- Inspect all subcontractor work, including the EMCS system and modified program code, on behalf of the owner and report on completeness and workmanship.
- Trend, monitor, and document energy performance throughout the project. Normalizing energy consumption for the effects of weather will be required. The firm will be granted access to the DMS building automation system, SCADA system, and utility tracking system.
- Maintain a scorecard of actual energy performance vs. historical energy performance throughout the project.
- Submit the Final Commissioning Report.

State of Florida Continuing Services Commissioning Contract:
The Performance Engineering Group team including Searcy and
Associates and EW Dunn Developments has been selected for a
statewide commissioning continuing services contract with the State of Florida.
The State of Florida, Department of Management Services, Division of Real Estate Development and Management requests qualifications from Mechanical/Electrical Engineering Firms to provide statewide Commissioning Services in the State of Florida. The Department may enter into a contract with up to three firms. This contract will be for an initial period of two years with an option to renew for an additional two-year period.
Specific Qualifications:
1. The Commissioning Agent (CxA) will have acted as the principal CxA for at least three projects over 50,000 square feet.
2. The Commissioning team members shall have extensive experience in: (1) the operation and troubleshooting of heating, ventilation, air conditioner (HVAC) systems, (2) direct digital control (DDC) systems,( 3) lighting control systems, and (4) testing, adjusting, and balancing (TAB) of HVAC systems. Extensive (minimum of five years) field experience is required for this type of work and systems.
3. Team members have knowledge and experience in building operations and maintenance (O&M) and have provided O&M training.
4. Team members have experience in energy-efficient systems design, and control strategy optimization.
5. Team members have experience writing Commissioning specifications and test procedures.
6. The team has a principal-in-charge that is a professional engineer in the State of Florida, with other engineers as appropriate that are also registered engineers, project managers, lead field engineers, and field support staff may be non-engineers who have had technical training, past field experience, and skills in Commissioning, especially in the areas of TAB, HVAC operations, DDC systems, and electrical system operations.

Florida State University - Mechanical, Electrical, Plumbing, Commissioning Continuing Services Contract:
The Performance Engineering Group team including Searcy and
Associates and EW Dunn Developments has been selected for a
Mechanical, Electrical and Plumbing (MEP) engineering and commissioning continuing services contract with Florida State University in Tallahassee, Florida.
Professional services for minor projects are required in the discipline of mechanical/ electrical/ plumbing (MEP) engineering. Minor projects are specific projects for construction, renovation, alterations or additions that have a basic construction budget estimated to be $2,000,000 or less; or studies for which the fee for professional services is $200,000 or less. Campus Service contracts for minor projects provide that the consultant will be available on an as-needed basis. In addition, firms are encouraged to include their professional qualifications for commissioning and retro-commissioning. While not required for selection, the University may include commissioning services within the scope of the contracts for one or more of the selected firms. The University intends to award multiple contracts for the upcoming fiscal year through June 30, 2012. At the option of the University and the consultant, the contract may be renewed for up to two additional one year periods.
FSCJ Burnship Project Awarded LEED Gold:
Performance Engineering Group provided LEED energy analysis and modeling services for RS&H in support of submitting the FSCJ Burnship project for LEED Gold.

"We're making the Fire Academy of the South the go-to training facility for firefighting in the United States," Florida State College President Steven Wallace said. "The projects we have in the pipeline will set the academy apart from any other facility in the country, and other fire departments will be beating down our door to train here."
Earlier this month, directors from the academy, which opened at the college's South Campus in 1990, unveiled a renovated 13,600 square-foot classroom and administration building for emergency medical services. Construction just started on a four-story burnable ship, with a "burn plane" coming next.
Wallace said the addition of the plane and ship to the academy's already robust slate of firefighting props - which include railroad cars and a building -will make the Jacksonville facility the national standard-bearer for emergency training.
"No one will have what we have," he said.

Westview School Awarded LEED Gold:
Westview K8 school is Duval County Public School's (DCPS) first facility
designed to achieve LEED certification. The facility is two stories with a gross
area of 154,000 ft². Classes will include students from kindergarten to 8th
grade. Mechanical systems include primary-only variable-volume chilled water
system serving variable volume air handling units. Outside air intake will be
minimized using a demand control ventilation strategy with CO2 sensors and
occupancy sensor interlocks.
Performance Engineering Group, on a team managed by Johnson Controls, has been
tasked with the execution of LEED "Enhanced Commissioning" in support of LEED
certification for the school. The scope of the commissioning has been modeled
after ASHRAE guideline 0 and includes OPR review, design review, commissioning
specification development, submittal review, prefunctional inspections,
functional test writing, systems manuals, training verification and
post-occupancy warranty follow-up.
In addition to commissioning, Performance Engineering Group developed the
control system design template including sequence of operations, control diagrams, and
points list. The sequence of operations scope was to ensure energy efficient
operation of the HVAC systems.
Commissioning as a Professional Engineering Service:
Performance Engineering Group's own David Venters, with the help of Eric Coffin of Green Energy Engineering, Inc., went before the Florida Board of Professional Engineers (FBPE)
and successfully argued that the tasks comprising the commissioning process
meet the definition of engineering and professional service as defined by
Florida Statutes. As such, the Board agreed that these tasks must be
executed under the responsible charge of a licensed professional engineer.
Persons or firms performing commissioning without a licensed professional
engineer in responsible charge are subject to prosecution per Florida statutes.
Florida now joins a growing list of state engineering boards that have correctly
recognized commissioning tasks as engineering and professional services.
Brooks Health System Facility achieves LEED SILVER Certification:
With a total of 38 points, the Brooks Health System Facility successfully achieved LEED Silver certification. Performance Engineering Group provided commissioning services in support of the prerequisite commissioning for the Energy and Atmosphere section of LEED for New Construction (NC).
Brooks' new $14.8 million corporate headquarters will be the first Leadership
in Energy and Environmental Design-certified building associated with a health
system in Jacksonville. The building is part of Brooks' nearly $25 million campus update.

Performance Engineering Group has been selected by Hensel Phelps Construction Company to develop a web page based navigation system for the Pentagon Wedge 2-5 System
Operation and Maintenance Manuals. Internet application developers Station Four will assist in the development
and coding.
LEED Accredited Professionals:
Performance Engineering Group principal Chris O'Steen has passed the LEED examination

Florida School for Deaf and Blind (FSDB) - LEED Commissioning
Performance Engineering Group has teamed with EW Dunn Developments to provide LEED
enhanced commissioning services in support of the renovation of the Cary White Complex – Building #51 located on the Florida School for the Deaf and Blind (FSDB) campus in St. Augustine, FL.
The facility is 80,330 square foot two story structure which consist of dormitory areas, classrooms, and administrative spaces to serve FSDB students and special needs. HVAC systems include variable air volume with energy recovery wheels. This project will be the first LEED certified facility for
FSDB.
New Construction - LEED Commissioning
Performance Engineering Group has been selected by RS&H and W&O Supply to provide prerequisite commissioning services in support of LEED New Construction certification for 89,000 sqft combination warehouse and office building in Jacksonville, Florida.
Commissioning data including prefunctional checksheets and functional tests are being developed using the custom software Cx Toolkit developed by Performance Engineering Group.

USGBC LEED NC Project Receives Silver Certification
The Stellar Group Sylvanside Office Building has achieved USGBC LEED for New Construction Silver Certification.
Performance Engineering Group teamed with SMI Group to provide LEED commissioning services for the project.
The Sylvanside Building is multistory 25,000 sqft office building utilizing a variable air volume rooftop unit. Construction costs were approximately $5 million.
Commissioning data, including prefunctional checksheets and functional tests, were developed using the custom software Commissioning Toolkit developed by Performance Engineering Group.

LEED Project Groundbreaking - CCOC:
State and local officials broke ground on a $110 million office complex for the Department of Revenue at the Capital Circle Office Center in Tallahassee
Performance Engineering Group is providing commissioning services in support of the prerequisite and enhanced commissioning point for the Energy and Atmosphere section of LEED for New Construction (NC).
"DOR Executive Director Lisa Echeverri said the state will save $900,000 a year in rent and another $500,000 in energy costs.
Design features, including roof-top solar panels and subterranean air conditioning ducts, will save energy and even allow state employees to adjust temperatures at individual work stations, according to the architects.
"In the end, the people who benefit are the people of the great state of Florida," said Department of Management Services Secretary Linda South.

Brooks Health Systems broke ground on their first LEED project
Performance Engineering Group is providing commissioning services in support of the prerequisite commissioning for the Energy and Atmosphere section of LEED for New Construction (NC).

broke ground Thursday on the first designated green health
care building in Jacksonville.
Brooks' new $14.8 million corporate headquarters will be the first Leadership
in Energy and Environmental Design-certified building associated with a health
system in Jacksonville. The building is expected to be completed by July 2009.
The building is part of Brooks' nearly $25 million campus update. Gresham, Smith and Partners is charged with the design of the green building."

Performance Engineering Group has been selected to provide LEED enhanced commissioning services in support of LEED Core and Shell certification for a five story, 165,000 sqft class A office building in Jacksonville, Florida. Mechanical systems
are comprised of variable volume packaged roof top units with CO2 based demand controlled ventilation. Commissioning data including prefunctional checksheets and functional tests are being developed using the custom software Commissioning Toolkit developed by Performance Engineering Group.

The Dickens and Associates, Inc. team, which includes Performance Engineering Group, has been awarded
a continuing services contract with Volusia County. Performance Engineering Group will provide mechanical engineering design and commissioning services as well as LEED support for facility certification.

Central Energy Plant Boiler Replacement:
As part of our engineering continuing services contract with Florida School for the Deaf and Blind (FSDB), Performance Engineering Group will engineering the replacement of existing steam boilers which use heat exhangers to serve heating hot water to the entire campus.
The new boilers will be more efficient and sized to better match the campus load profile. Operational life-cyle savings will also found in the removal of a water softening system which serves the existing steam boilers. The project team includes electrical
engineering support from John Searcy and Associates.
Professional Engineering Licenses Expanded:
Performance Engineering Group now has engineers licensed in the following states: Alabama, South Carolina and Kentucky. These states are in addition to the existing licenses in
Florida, Georgia, North Carolina, Rhode Island, Maryland, Mississippi. See our About Us webpage for more details.
Engineering Continuing Services Contract:
Performance Engineering Group has been awarded an continuing services contract with the Florida School for the Deaf and Blind located in St. Augustine, FL.
Engineering services will include mechanical, electrical and plumbing. The Performance Engineering Group team includes John Searcy and Associates.
LEED Commissioning:
Performance Engineering Group has been awarded the LEED commissioning scope for Phase Three of Capital Circle Office
Center in Tallahassee, Florida. Phase
III consists of 3 multistory office buildings with a total area of 500,000 ft².
The HVAC system will tie into the existing central chilled energy plant. The
AHU distribution will be uunderfloor air distribution with desiccant units providing
the conditioning of makeup/ ventilation air. The use of desiccant AHU's will
also capture energy that normally would have been lost in the exhaust air.
The Performance Engineering Group commissioning team includes John Searcy and Associates, EW Dunn Developments, and SMI Group.
LEED Accredited Professionals:
Staff engineers Eli Baumgardner and Aaron Fancher have passed the LEED examination
and are now LEED Accredited Professionals. To date, 33% of Performance Engineering
Group's employees are LEED Accredited.
New School Commissioning:
The Johnson Controls team, which includes Performance Engineering Group, has been
awarded the commissioning of a new K-8 school for Duval County Public Schools (DCPS).
DCPS is considering LEED certification for this project.
Commissioning Presentation:
Performance Engineering Group principal, David Venters, PE, LEED AP, QCxP, delivered a presentation titled "What, Why and How of Commissioning" for the Florida Association of School Business Officials at the University of Central Florida campus. Click here for links.
Construction Phase Commissioning:
Following successful completion of the design phase commissioning, Performance Engineering Group has been awarded the construction phase commissioning scope for the Eastern Processing Facility in Cape Canaveral, Florida. This facility will be used to process rockets and payload prior to launch.
Performance Assurance Continuing Services Contract:
The Johnson Controls team, which includes Performance Engineering Group, has been awarded a continuing services contract with Duval County Public Schools in Jacksonville, Florida. Services include commissioning of new facilities and retro-commissioning of existing schools.
Facility LEED-EB Registration:
Performance Engineering Group has registered two JEA facilities for LEED-EB.
These projects are the second projects in the state of Florida and the first in
Jacksonville to be registered for LEED-EB. The projects are targeting LEED
Silver and will be commissioned by Performance Engineering Group.
LEED Accredited Professional:
Performance Engineering Group principal, David Venters, PE, QCxP, has passed the LEED examination
and is now a LEED Accredited Professional.
Qualified Commissioning Provider:
Performance Engineering Group principal, David Venters, PE, has passed the examination
for Qualified Commissioning Provider (QCxP). The course and exam was a jointly sponsored by the Building Commissioning Association and University of Wisconsin.
Design Phase Commissioning:
